Ms. Tay joined the Manager as a senior finance manager in April 2019 and was promoted to Head of Finance in September 2025.
As Head of Finance, Ms Tay oversees the Manager’s financial management, accounting, audit, and financial reporting functions. She is also responsible for regulatory reporting and compliance, ensuring adherence to applicable accounting standards, listing rules, and regulatory requirements, and works closely with senior management and external auditors to support strong financial governance.
Ms Tay has over 20 years of experience in finance and audit with a strong background in financial reporting, consolidation, and investor reporting. She most recently served as SERT’s senior financial manager for six years, where she played a key role in overseeing the financial reporting and control functions of the Manager. Prior to joining the Manager, Ms Tay was with the international arm of China Fortune Land Development, where she spearheaded group consolidation and financial reporting across more than 70 international entities. Before that, she was with CapitaLand China, where her responsibilities included group and subgroup consolidations, investor reporting, oversight of project finance for China-based developments, and supporting finance system implementations. Ms Tay began her career at KPMG Singapore, auditing SGX‑listed and multinational clients across a broad range of industries.
Ms Tay is a member of CPA Australia and holds a Bachelor of Business from the University of Technology, Sydney.
